Stockbroker Murat Dorkan has Complaints: FINRA

According to records provided by the Financial Industry Regulatory Authority (FINRA), the Securities and Exchange Commission (SEC) has permanently barred former Maryland-based Sterne Agee broker Murat Dorkan from acting as a broker or investment adviser. Murat Dorkan has spent twenty years in the securities industry and was most recently registered with Sterne Agee Financial Services in Owings Mills, Maryland (2010-2014). He was previously registered with Hornor, Townsend & Kent in Hunt Valley, Maryland (1993-2010). Mr. Dorkan is currently not registered with any firm or state.

According to his BrokerCheck report, Murat Dorkan is the subject of one regulatory sanction and one investigation, has filed for bankruptcy, and was discharged from Sterne Agee Financial Services.

In August 2015 the SEC sanctioned Murat Dorkan following allegations he violated securities law by participating in an “offering fraud” related to the unregistered sale of company subordinated registered bonds and registered debentures. According to the SEC, Mr. Dorkan raised more than $3.5 million from dozens of bond sales to customers, friends, family, and others. He also allegedly made materially false statements about the company’s financial health and its ability to deliver promised returns. Mr. Dorkan was ordered to cease and desist, issued a permanent bar, and ordered to pay fines and disgorgement totaling more than $200,000.

In 2014 Murat Dorkan was named in an investigation by the Maryland Insurance Administration into allegations he “improperly impersonated clients” to obtain information from an insurance company. The investigation remains pending.

In 2014 Murat Dorkan was terminated from Sterne Agee Financial Services following allegations he impersonated one of his customers.

In January 2012 Murat Dorkan filed for Chapter 7 bankruptcy in the United States Bankruptcy Court in Baltimore, Maryland. The filing was discharged in August 2012.
